Pouring a concrete footer rather than a setting bed reduces the incidence of tree rings, bed borders and retaining walls developing cracks in the mortar and/or falling over. Unlike flowers or perennials this is an accent meant to be in place for years. There is a little more cost involved but it's well worth it over the long haul to prevent unsightly damage from shifting soil, impact or tree roots.
